From the 2024 tax year, digital receipt of the individual municipal tax special collection notification (for taxpayers) (個人住民税特別徴収税額通知｟納税義務者用｠) has started.
If your employer chooses to receive the notice in digital format, the “the individual municipal tax special collection notification (for taxpayers) (個人住民税特別徴収税額通知｟納税義務者用｠)” will be delivered in digital format.
With the release on May 22, 2025, the Municipal Tax Special Collection notification (住民税特別徴収税額通知書), which was previously given to you in paper form, can now be viewed electronically.
Your company will receive it in digital data, and after the release you will be able to download the electronic file by following the steps below.
*Employees of the company, who will continue to receive it in paper form as before, will not use this manual.
Ⅰ. File Download
■Download from notification email
■Download from “Notices” on the dashboard screen
■Download from “My files” screen

Ⅰ. File Download
You will receive an email notification when the “eltax notification delivery” file is published.
At the same time, the number of files on the right side of the “My files” menu in [EMPLOYEES] will be added, as shown in the example below.
In addition, on Dashboard screen, "Notices: Inhabitant tax notification has been published. eltax notification delivery" will be displayed.
*File names vary from company to company.
■Download from notification email
To download from the notification e-mail, follow the steps below.
① Click on “View file” in the notification email you received.
Go to “2. Download PDF and ZIP file” in “Download from ‘My files’ Screen”.
■Download from “Notices” on the dashboard screen
When the “eltax notification delivery” file is published, “Notices: Inhabitant tax notification has been published. eltax notification delivery” will appear on the Dashboard screen as shown in the example below.
*File names vary by company and employee.
To download from “Notices” on the dashboard screen, follow the steps below.
① Click on “eltax notification delivery” under ‘Notices’ on the dashboard screen.

Go to “2. Download PDF and ZIP file” in “Download from ‘My files’ Screen”.
■Download from “My files” screen
When the “eltax notification delivery” file is published, the number of files on the right side of the “My files” menu will be added, as shown in the example below.
To download from the My files screen, follow the steps below.
1. Click on file name
① Click on “My files” from the main menu.
② The list of File box screen appears.
Click on the file “Name” of the eltax notification delivery as shown in the example above.
The file “Name” will vary by company and employee.
2. Download PDF and ZIP file
① Click on “PDF” file.
② Select the destination folder.
③ Change the “file name” as necessary. It is fine to leave it as is.
④ Click on “Save.”
⑤ When you open the PDF file saved in ④, it will be displayed as shown in the figure above. Click on the URL displayed under “●eLTAX 特徴税額通知パスワード確認サイトURL.” Or scan the QR code. Follow the instructions. Then obtain the password for the tax notification ZIP file.
You will use this password when you decompress the downloaded file later.
As shown in the lower section of the PDF file in the example above, please refer to the following for details.

⑥ Return to the “My files > File box” screen and click on the file name of the eltax notification delivery in ①.
Then click on the ZIP file.
⑦ Select the destination folder.
⑧ Change the “file name” as necessary. It is fine to leave it as is.
⑨ Click on “Save.”
Once you have completed the download, the number of files on the right side of “My files” on the dashboard screen will decrease.
Ⅱ. Decompress ZIP file
The file downloaded from “Ⅰ. File Download” is a password-protected ZIP file.
Decompress it and convert the Municipal Tax Special Collection Notification (住民税特別徴収税額通知書) to PDF format so that it can be viewed.
The decompression method differs depending on the operating environment. Please refer to the procedure for your environment.
＜System Requirements＞
This file is the ZIP file encrypted in AES-256 format.
With the standard Windows functions, you cannot decompress this file. Your environment (PC, etc.) must have the corresponding decompression software.
ZIP files will not open because they are not guaranteed to work under the following operating environments or with any software other than ZIP decompression software.

■Windows
Depending on your current operating environment, you may need to update Windows in advance.
(Example) Decompress with the decompression software "7-Zip
① Double-click the ZIP file saved in ⑨ of “2. Download PDF and ZIP file.”
Proceed to ④.
*If you cannot open it even after double-clicking on it, right-click on the ZIP file and proceed with the following steps.
② Select “Open with program.”
③ Double-click on “7-Zip File Manager”. If it is hidden, select “7-Zip > 7zFM.exe” from “Choose another app” and click “Open.”
④ Double-click on the file you opened in ③.
⑤ Enter the password you confirmed in ⑨ of “2. Download PDF and ZIP file.”
⑥ Click on “OK.”
⑦ As shown in the example above, the tax notification (税額通知書) will be displayed in PDF format.
＜Notes＞
According to the official eLTAX website, in addition to “7-zip,” ‘CubeICE’ and, for a fee, “WinRAR” ZIP decompression software can also be used for decompression.

■Android
You need to install “ZIP unzip software: ZArchiver” in advance.
① Open the installed “ZArchiver” app, and if a confirmation message appears regarding permissions to read, modify, or delete files, tap “OK.”
② Set “Allow access to manage all files: On.”
③ Tap “←” at the top left of the screen.
④ A confirmation message will appear asking if you want to allow notifications to be sent.
Tap "Allow."
⑤ Tap the folder where you saved the “eltax notification delivery (電子住民税通知)” file downloaded from Workcloud. If you did not specify a folder when downloading, tap the “Download” folder as shown in the example above.
⑥ Tap the ZIP file saved in the previous step.
⑦ Tap “Extract here.”
⑧ The password entry screen will be displayed. Enter the password you confirmed in ⑨ of “2. Download PDF and ZIP file.”
⑨ Tap “OK.”
⑩ PDF file like the one shown in the figure above will be stored in the folder where you stored the ZIP file.
You can check your tax notification (税額通知書) by opening this PDF file.
*You can view downloaded files using the “Files” app or similar.
The display image after unzipping the ZIP file is the same as ⑦ in “Windows.”
■macOS/iOS
You can check the file using the standard download procedure.
